Customs Union: and yet "on three"

Since July 1, comes into force the Code of the Customs Union - Russia, Kazakhstan, Byelorussia, which prescribes uniform rules of movement for products entering the markets of participating countries.

Likewise it includes sanitary requirements prescribed in the new customs union agreement on sanitary measures. In fact from 18th June 2010 has been adopted a single list of goods subject to sanitary-epidemiological control at customs border and territory of the Union. The list contains a list of requirements for these products and general procedure to monitor goods, vehicles and persons crossing and carried through the customs border of the Union.

Consequently the start of the new procedures for the listed documents, from 1st of July 2010 cease to be issued the Hygien report (sanitary-epidemiological conclusions), as well as certificates of state registration of the territorial bodies, the Rospotrebnadzor. This was officially announced by the Federal Service for Supervision of Consumer Rights Protection and Human Welfare. Acceptance of applications for registration of BMS was adopted up to and including 30th of June.

At the same time, the Federal Service for Supervision of Consumers Protection and Welfare announced the issuance of certificates of state registration, which will be handled on a uniform format and be valid throughout the customs union.

Sanitary-Epidemiological Conclusion and certificate of state registration, which were issued before July 1st of this year, will be valid until the end of next year, but only on Russian territory.

For the goods, which were previously included in the list of products subject to sanitary-epidemiological expertise, but that under the new rules do not require a state registration, it will be required to draw up documents confirming compliance. The aforesaid documents, mostly means declaration of conformity, will be filled with the involvement of third parties (testing laboratories, certification bodies). Federal Agency for Technical Regulation and Metrology (Rostechregulirovanie) provides advice on the matter.
