Technical Regulations Development

Amendments made in the Program of Technical Regulations Development were approved by the Decree of the Head of the RF Government, Vladimir Putin, dated March 9, 2010. The Program had been initially approved by the Decree No. 1421-r (dated 06.11.2004) of the Government of the RF.

The document (the Program of Technical Regulations Development) contains the timeframes for submitting draft opinions on the draft bill by the second reading in the State Duma of the Federal Assembly of the Russian to the RF Government. It also designates executives responsible for drafting and tracking of the draft bill represented by federal authorities. For example, the following technical regulations must be submitted for consideration on Second Reading by the State Duma in April 2010:

• Requirements for non-alcoholic drinks, natural mineral water and table water, the processes of their manufacturing, storage and shipment;
• On the safety of building materials and products;
• Technical regulations for food labeling;

Technical regulations that are to be submitted for consideration by the RF Government in March 2010:

• On the safety of rail infrastructure facilities;
• On the safety of the rolling stock;
• On the safety of infrastructure facilities and rolling stock for high-speed rail;
• On the safety of inland waterway transport facilities;
• On the safety of sea transport facilities.

According to the Decree, technical regulations “On the safety of the equipment working under overpressure” must be approved in April 2010, and regulations “On electromagnetic compatibility” must be approved in June 2010.

Let us remind that technical regulations approve product and services safety requirements. To obtain a certificate or declaration the manufacturer must comply with these standards. In the long run, technical regulations shall replace the standards laid down in GOSTs.
