According to Federal Law No 211-FZ On the Certification of Products and Services (revision of 27 December 1995 with all amendments and modifications), certification is a method for providing fair assurance of the quality of products and services, their compliance with existing standards and requirements for environmental-friendliness and safety to the health and property of people. Certificates guarantee the quality of products and help customers make informed decisions about which products to buy.

 

SERCONS in cooperation with its financial partner Credit Europe Bank CJSC offers a credit payment for services to the purchasers of its consultancy services and GOST R ISO 9001:2000 certification services under the following conditions:
• The credit can be between 30,000 and 650,000 roubles (or an equivalent amount in USD or EUR)
• The credit is provided for a period of between 3 and 36 months
• The decision on whether or not to provide credit is taken within 2 days
• The credit is paid off in equal instalments
• Minimum set of documents
• The bank charges no commission for transferring money into SERCONS’s account
• The one-off commission for providing the credit is 1%
• The commission for repaying the credit ahead of schedule is 3%

Certification confirms the quality claimed by the manufacturer, facilitates export and import, and enhances the product competitiveness.

Certification can be either mandatory or voluntary.

Mandatory Certification
Mandatory certification is a confirmation by a competent authority that the product conforms to mandatory requirements. A mandatory requirement is a requirement that must be fulfilled to ensure compliance with the regulatory document. Mandatory requirements usually include the safety of people, their property and environment as well as technical and information compatibility, interchangeability with other products and some other requirements that ensure the consistency of control and marking procedures. Lists of products for mandatory certification, as well as their parameters, features and characteristics, are determined by the regulatory documents and laws of each country.

Environmental and consumer safety are always mandatory requirements, meaning that both the manufacturer and consumers of a certified product can be sure the product can be safely used/consumed.

Voluntary Certification
Voluntary certification can be obtained by manufacturers, suppliers or retailers to confirm that their products meet not only the mandatory requirements set out in regulatory documents but also deliver the advertised characteristics. Voluntary certification systems are usually introduced to stimulate the demand for a specific product by positioning it in the market as a high quality and safe item, by building mutual trust between the suppliers and consumers of the product and by providing the potential customers with sufficient information for making an informed decision in favour of the product.

With voluntary certification both manufactures as well retailers and consumers are free to choose certification methods or regulatory documents the products must conform to. The applicant determines the compliance requirements which must be confirmed (or disproved) by the certification authority. Accordingly, voluntary certification is used more often than mandatory certification.

In addition, recently more and more manufacturers have been voluntarily obtaining certificates to confirm the compliance of their quality management systems with the 9000 series standards of the International Organisation for Standardisation (ISO), a step that helps them gain confidence in the quality of their products.

Time and Price of Certification
The time to issue a certificate and its price depend on the specific features of the product, on whether or not it has any previously issued certificates, its type, kind of tests to be carried out, quantity of the product (single consignment, contract, large-scale production) and its specific features. The specialists of the centre study the submitted documents and determine the amount of time that will be required for the certification as well as its price.

In special cases, when it is necessary to ensure prompt customs clearance, a consignment can be certified urgently within 1 to 2 days. In each specific case the terms and conditions of certification are determined individually after all the aspects of the required certification procedure have been studied in detail.
